Guiding Principles of Pakistan’s Foreign Policy Quaid-e-Azam Muhammad Ali Jinnah, the Founder of Pakistan and its first Governor General, in February 1948, outlined the goals of Pakistan’s foreign policy and said; “Our foreign policy is one of friendliness and goodwill towards all the nations of the world. We do not cherish aggressive designs against any country or nation. We believe in the principle of honesty and fair play in national and international dealings and are prepared to make our utmost contribution to the promotion of peace and prosperity among the nations of the world. Pakistan will never be found lacking in extending its material and moral support to the oppressed and suppressed peoples of the world, and in upholding the principles of the United Nations Charter.” The Constitution of Pakistan also lays down guidelines for the conduct of foreign policy of the country. Article 40 of the constitution provides that: “The State shall Endeavour to preserve and strengthen fraternal relations among Muslim countries based on Islamic unity, support the common interests of the peoples of Asia, Africa and Latin America, promote international peace and security, foster goodwill and friendly relations among all nations and encourage the settlement of international disputes by peaceful means.” The foreign policy of Pakistan is primarily directed to achieve primary and secondary national interest of seeking economic stability, global peace and stability through international cooperation. Pakistan’s foreign policy aims at to project the image of the country as a moderate, peaceful, Islamic State. Pakistan has therefore always sought to develop friendly and cordial relations with all countries of the world irrespective of ideological basses. Pakistan’s Foreign Policy Objectives In light of the guiding principles laid down by the founding father, the constitution and aspirations of the people of Pakistan, the objectives of foreign policy can be summarized as under: 1. Safeguarding National Security and geo-strategic interests. 2. Consolidating commercial and economic cooperation with international community. 3. Promotion of Pakistan as a dynamic, progressive, moderate, and democratic Islamic country. 4. Developing friendly relations with all countries of the world. 4. Ensuring optimal utilization of national resources for economic and political stability. Pakistan positively contributed to development and achievements of aims and objectives of international and regional forums such as the UN, the NAM, SAARC, ECO, OIC, SCO and the Commonwealth. Pakistan support and participate in the economic and regional organizations under the principles of UN charter. Pakistan’s foreign policy supported political dialogue, the strengthening of democracy, Safeguarding Human Rights and Eradication of Poverty, Global Environmental Protection under UN sustainable goals. Pakistan firmly supports international non-proliferation efforts. Pakistan joined the International Atomic Energy Agency (IAEA) in 1957 and voluntarily placed its civilian nuclear facilities under IAEA safeguards. Pakistan urged United Nations General Assembly to declare South Asia nuclear weapon-free zone. Pakistan has a logical stand for the complete prohibition and thorough destruction of weapons of mass destruction (WMD), including nuclear, biological and chemical weapons, and is firmly against the proliferation of such weapons and their means of delivery. Stable regional security environment is fundamental to Pakistan’s national interests and Foreign policy. The stature that Pakistan enjoys today as one of the most important Muslim country is manifested by its consistent success in elections to various global and intra-regional organizations. Pakistan is working collectively with all other developing states of Asia, Africa and Latin America to bring about a just and equitable new international economic order and for creating a new world of lasting peace and economic prosperity. Pakistan calls for the establishment of a new international order based on fair distribution of resources and transfer of modern technology and skills. Pakistan believes that the new international order can surely preserve world peace and promote collective development and human progress in the world. This can be attained through more balanced and non-discriminatory trade relations, enhanced economic and technological cooperation, including transfer of technology, resolution of the debt burden, monetary stability and food security.
